ABSTRACT This study aimed to provide aproductive ,practical, and effective system to easy the manual works in the Gender and Development Office at Northern Iloilo State University, Estancia ,Iloilo. As such, this study designed and developed a web-based management system that would meet user needs, determine the level of usability as to system operability and system learnability, and determine the level of performance in terms of time behavior and capacity. The survey was conducted to fifty-six (56) respondents. The developmental and descriptive research designs were employed to guide in the development the system product and describe the respondents' observations based on the set objectives respectively. The agile model was used in the construction of the system prototype. The level of usability, in terms of understandability, learnability, and operability of the developed system yielded perception responses described as "Very Good". The functionality in terms of suitability and accurateness of the developed system received feedback from respondents and experts ,which were all-in teprotides "Very Good". The level of performance in terms of time behavior and resources utilization, the developed system was perceived to be "Very Good". The respondents believed that the system meet their requirements.
